Has the character explored all of the fundamentals of the given skill or at least shown that they grasp a majority of the fundamentals?

Yes. She has a thorough understanding of tarot, both for readings in regard to herself or others, and understands the art of pyromancy and scrying, despite not having practiced those herself. She has read tea leaves and has had her own fate read, and values the messages of her own dreams, believing them to be powerful omens. She is aware of casting runes, and has practiced the cleansing of energies and placed intentions through the burning of sage. She has been given lessons on wisdom and strength from other Seers, an Orkhan Chieftan, and Galetira herself. She understands and reveres the symbolism of the natural world, and uses those as a guiding force in her day to day life.

Has the character applied the understanding of those fundamentals in a manner that shows they have progressed in their actual competency of the given skill?

Absolutely. Over the course of her journey so far, she has gone from hesitantly reading her tarot cards (usually in secret) for Franky, or quietly noticing the relevance of something in a scene, but not recalling what it could mean or how it applies, to having strong pulls of intuition, to the point where following these paths lead to uncovering wonderous pieces of history forgotten to time. This is most displayed in her time during the Astral Sea, where she was forced to shift her mindset and understanding of significance, flowing with the paths of those around her while understanding what little was truly in her control. She has been lost to the Astral Sea for over a year IC & OOC, witnessing the paths, past, present, and future, of the souls of Ransera in a chaotic and uncontrolled manner. As challenging as this period of growth has been, it has also been incredible enlightening for the woman, which is why I believe she is ready to progress as she finally emerges from this tribulation.

Has the character displayed sufficient application of understanding of the higher tiers of mastery to actually be considered either an Expert or a Master in their given skill? Simply using the skill repeatedly and in large numbers does not in itself actually display a grasp on the finer points of that skill.

A huge part of divination, beyond the material and fundamental grasp of one's chosen medium, is understanding the finer points of fate vs destiny and how those powers are interwoven into the lives of those on Ransera, as well as its impact of the universe at large. One must always be aware of one's surroundings and details without being overwhelmed, especially when reviewing signs within the living world. Yeva has grown in ability to recognizing the signs of the material plane, to that of a more immaterial sense. She has been swept up, cast aside through dark fates during her initiation into Foresight, an experience no other Seer before her has experienced. Without the emblem yet to control this journey, she was lost to the Astral Sea, levelling up her skillset in order to survive. She took the last lesson she received from the goddess Galetira before their seperation to maintain the focus of her search (which was to never wander in a blind search, but always have an intention), and come out victorious through following the sign in every situations he was thrown into. Does the character actually display that they possess knowledge of how to use the skill to the full extent of the tier being requested?

I believe so. She understands the immense dangers walking the path of a Seer presents, how her commitment remains tethered to suffering and luck for better or worse, and why she does what she does. Her plotline has turned her into a pioneer for Seers everywhere, having survived an ordeal that none had thought possible before.

Having participated as both PC and Moderator for large portions of Yeva's growth in divination, in addition to the detailed responses provided above, I approve Yeva's competency for both Expert and Master Divination. Additionally, as Yeva has been "actively writing and playing with some measure of consistency for at least twelve months" and all the growth of Divination is seen and evident, I pre-approve Yeva to begin the growth to Grandmaster in Divination if that is desired by the writer. If you wish to do this, simply cite this post for that plot series, if not, you can disregard it or keep it banked for later.
