The bureaucratic focal point for the citizens of Atinaw, while it's called the Office of Citizenship and Commerce, most things end up going through this office. This is home to the highest concentration of Melatha in all of Atinaw. Business requests, wages, registrations of kinship, partnership contracts, true marriage requests, they all go through this office at some point or another. After the office has approved or checked the approval of these various things they're sent to the Simithe for proper documentation.
Players should fill out all of the applicable forms.

Temporary Visitation Pass
While those who don't belong to a Kinship are often looked down upon in Atinaw, they don't shy away from visitors without Kinships, only those looking to take up roots in Atinaw for good. These passes are pretty similar to a Visa. Each Pass is only good for half a year before it needs to be renewed by the proper groups. While visitors aren't stigmatized to the same degree as those without a Kinship, they certainly aren't treated like citizens. Those with a Temporary Visitation Pass are given the same protections and some of the rights though, and if they get a job they won't be shafted for the work they've done. Those who speak the language and intend to pass through within a season are actually treated fairly well, thanks to focus on travel Atinaw has developed from the Rathari.
Those looking to start a Kinship of their own but fear becoming Kinless often get a Temporary Visitation Pass, even if they were born within Atinaw.
Kinship Creation
Kinships can be created at player creation and approved as a part of that process. For those looking to start a Kinship after the creation of their character, they must submit this form for approval.
Most need at least two members to start a Kinship, though kinships can drop to a single member due to circumstance and still remain a valid Kinship. That being said, it's possible to convince the Melatha to approve a Kinship with only one member, though, the convincing part is where some might struggle. While difficult to find a bribeable Melatha, it is possible.
True Marriage Application
True marriage is something exceptionally rare within the realm of Atinaw. Usually, applications for a True Marriages are only ever sent to the Melatha in application form after it's been approved by both Kinships and the trial has been passed. Players may start in a True Marriage, in which case they need not apply as it's part of the character approval process. Those looking to join one after starting play must apply.

Player(s) Involved: State the names and link to the character sheet(s) of the player(s) involved in the True Marriage. This can be two players or a player and an NPC. Two NPCs need not have their True Marriage applied for.
Kinships Involved: State the names of each Kinship taking part. If one partner is Kinless, please note that.
Kinship Being Left: One of the two Kinships involved is going to lose a member that will then move on to the other Kinship. Please note which Kinship is losing a member and which player/NPC it is. It is possible to leave both Kinships and start a new one, in which case that and please also fill out a Kinship Creation form.
The Trial: Link to the thread that proves this is actually a True Marriage. The trial should be done in a thread and be treated as something with plot importance. Especially for significant families like nobles houses (lesser or greater), the player(s) should demonstrate that this is a True Marriage, and failing to do so will cause an intervention in your thread or the rejection of your application.

Job Request
Anyone in Atinaw can work and apply for a job. However, those without a Visitation Pass or Citizenship won't receive any bonuses from working since they technically don't have the same legal protections and those paying them are only required to pay them the baseline for their job in question. Those with one of these things will receive full wages, including any skill related bonuses/loyal bonuses they might have.
Players should note that mods might make slight adjustments to the daily pay of PCs based on multiple factors, such as the prevalence or niches of certain jobs depending on where each NPC is located. The importance of a carpenter or hunter might vary between Raellon and Threndos, as such, the wage can also vary to slight or major degrees.
Wage Request
Wages threads need to be at least 1500 words long. Players are allowed to have 2 jobs, each job requires 2 threads to be completed in a single season to receive full wages. Completing only one Job Thread for the season will result in half wages.
Business Ownership and Registration
Anyone in Atinaw can own and operate a business. Kinless, Visitor, Citizen, or otherwise. However, Kinless business owners should keep in mind that they might be treated illegally. City guards can sometimes take advantage of Kinless business owners, especially traveling ones. How this abuse manifests will be left up to the players, however, there should be some evidence of this.
