I think Tom is a good choice for Obtenebration. He's long-since accepted that society will never view him with good standing, and openly flaunts this to others with a lack of regard for the trouble it might bring him. Tom is already very spiteful towards the merchant who framed him, and could be easily convinced to ruin the man's life in more ways than one.

As a Legionnaire, Tom has experienced fear on profound levels, and is starting to master it, though he's not perfect yet in this regard.

I can certainly see where and how this mark might be applicable. However, I want to see a greater rationale and extent of both plot development and activity before I will undertake or assign an Obtenebration quest for him. You might have decided that, based on Tom's backstory, the people he has encountered thus far have made it seem as though society has abandoned him, I want to see the evidence of this played out. As it stands, we have only nebulous NPC's and virtually no community involvement to truly verify that this is the direction Tom will take at this time. Your mind and the consequence of threads you may be involved in could change things.

Give it time. If this is a plot arc you wish to pursue, expound upon it. You are welcome to reapply in 60 days and present both supporting examples and your rationale at that time.
